Los Angeles Annenberg Metropolitan Project The issue of systemic change is receiving prominent attention. This article presents three case studies of the initial efforts of change agents in a large urban school district as they develop mechanisms to coordinate resources at school sites and to establish linkages with community agencies. The process of change is described as well as the barriers encountered. The case studies demonstrate that implementation of change differed according to the local context and the personal vision of the change agents. Among the barriers faced were difficulties due to multiple reforms being implemented simultaneously and the administrative structure of the change agent position.
